Tripletex, 24SevenOffice, PowerOffice Go, Xledger: Norwegian ERP Market Guide 2026

Guide to Norway's four dominant cloud ERPs in 2026: Tripletex, 24SevenOffice, PowerOffice Go and Xledger. MVA, SAF-T Norway v1.30, Altinn integration and EHF/Peppol B2B 2027.

Tripletex, 24SevenOffice, PowerOffice Go, Xledger: Norwegian ERP Market Guide 2026

When a group CFO or IT director opens a subsidiary in Norway, the first surprise is rarely the cost of living or the language. It is the sophistication of the local digital ecosystem. Tripletex crossed the 150,000 customer mark in 2023 by focusing exclusively on cloud accounting since 2002. The Norwegian government requires all companies with turnover exceeding NOK 5 million to be able to produce a SAF-T file on demand from the Skatteetaten. B2B e-invoicing via the Peppol network becomes mandatory on 1 January 2027 for all businesses subject to accounting obligations.

An ERP that performs flawlessly in London, Amsterdam or Munich needs to be reassessed from scratch in Oslo — not because it is inadequate, but because Norway has legal and technical requirements that international vendors have not always anticipated.

This guide covers the four dominant cloud ERPs in the Norwegian market, their strengths, their limitations, the regulatory requirements to master, and a clear recommendation depending on your profile.

Overview of the Norwegian ERP Market

A Cloud-Native Market by Conviction

Norway (5.5 million inhabitants, GDP per capita among the five highest in Europe) hosts a dynamic and digitally mature SMB landscape. Cloud adoption among Norwegian SMBs has grown rapidly over the past five years, driven by the availability of robust local SaaS solutions and a tax authority that itself mandates structured digital formats.

This maturity has direct implications for user expectations: cloud-native interfaces, automated bank reconciliation and open APIs to Altinn (the government portal) are not differentiators — they are the minimum standard expected. Local vendors integrated these requirements long before international players considered them a priority.

Market Structure

The Norwegian ERP market divides into two segments:

Local cloud-native players: Tripletex, 24SevenOffice, PowerOffice Go and Xledger. These four solutions cover the majority of Norwegian SMBs and mid-market companies. Visma, a Norwegian group headquartered in Oslo, owns two of them (Tripletex and PowerOffice Go).

International players: SAP Business One, Microsoft Dynamics 365 Business Central and Visma.net (the Visma group’s multi-country platform) are present in the mid-market, enterprise and foreign subsidiary segment.

The defining criterion for any ERP used in Norway is native integration with Altinn: without this connector, tax returns, payroll reports and administrative filings must be handled manually — a major operational burden for a small subsidiary.

The Four Major Local Solutions

Tripletex — The Cloud Leader for Norwegian SMBs

Founded in 2002. Acquired by Visma in December 2016. More than 150,000 customers. Estimated revenue of NOK 1.12 billion in 2023.

Tripletex is the default choice for the vast majority of Norwegian service-sector SMBs. 100% SaaS from day one, the solution covers accounting, invoicing, payroll, expense management and a lightweight CRM. All local accounting firms know the platform well, simplifying the relationship with the subsidiary’s external accountant.

Key strengths: native Altinn integration for MVA declarations and payroll (A-melding), EHF/Peppol module for e-invoicing, open API with a broad ecosystem of third-party integrations. The interface is modern, mobile-first, available in Norwegian and English. Onboarding a company of fewer than 20 employees can be completed within days.

Limitations: Tripletex is clearly optimised for standalone SMBs of 5 to 100 employees. As soon as a subsidiary belongs to an international group with multi-entity consolidation needs, intercompany processing or complex manufacturing (production orders, MRP, WMS), the solution reaches its functional limits.

Indicative pricing: from NOK 500/month for a small business, up to NOK 2,000–3,000/month for an SMB with payroll and project management modules. Current pricing available directly at tripletex.no.

Ideal profile: standalone subsidiary of 5 to 80 employees, services, consulting, architecture, construction or distribution, with no requirement for real-time group consolidation.

24SevenOffice — Integrated Platform for Growing SMBs

Founded in 1997. ERP division acquired by Accountor Software (KKR group) in November 2024. Approximately 30,000 customers in Norway.

24SevenOffice was long perceived as a Visma-adjacent player, but the landscape has shifted. In November 2024, Accountor Software — a Nordic business software player backed by KKR — acquired the ERP division of 24SevenOffice, encompassing the Norwegian and Swedish entities (Accountor Software, press release November 2024).

Key strengths: the 24SevenOffice value proposition lies in its integrated architecture: CRM, ERP, project management and invoicing are natively unified, with no silos between modules. For a professional services firm managing pre-sales cycles, project quotes and recurring billing, this native integration eliminates data loss between applications. The solution is available in Norwegian, Swedish and English.

Limitations: the merger with Accountor Software means the product roadmap is currently under realignment. Companies evaluating 24SevenOffice in 2026 should verify contractual terms and the post-acquisition product roadmap before committing to a multi-year project. Manufacturing capabilities remain limited.

Ideal profile: Norwegian professional services SMB (agencies, consulting firms, IT services) of 10 to 150 employees seeking a CRM and ERP in a single tool, without investment in inter-application integration.

PowerOffice Go — Cloud Accounting for Small Businesses and Accountants

Acquired by Visma in 2019. Primary target: micro-businesses and accounting firms.

PowerOffice Go is the most accessible solution in the Norwegian market. Its strength lies in its positioning within the accounting firm ecosystem: a large proportion of Norwegian accounting firms use PowerOffice Go to manage the bookkeeping of their micro-business and small SMB clients. The interface is clean, onboarding is quick and bank reconciliation is automated from day one.

Key strengths: radical simplicity, very accessible pricing, native bank integration with the main Norwegian banks, Altinn connector for MVA declarations, EHF/Peppol support. For an accounting firm managing 50 client files, the productivity gains from automated bank reconciliation are immediately tangible.

Limitations: PowerOffice Go is not an ERP in the industrial sense. There is no stock management, no production, no CRM and project management features are rudimentary. It is an accounting and invoicing solution, not a comprehensive business management system.

Ideal profile: micro-businesses of 1 to 15 employees, sole traders and accounting firms managing portfolios of clients of this size.

Xledger — Cloud ERP for Mid-Market and Multi-Entity Groups

Founded in 2005 in Oslo. More than 10,000 corporate customers across more than 70 countries. Stated ambition: exceed NOK 1 billion in revenue in 2026.

Xledger is the most distinctive solution in the Norwegian market for complex organisations. Where Tripletex and PowerOffice Go serve standalone SMBs, Xledger targets mid-market companies, multi-entity groups, international NGOs and listed companies. Its strength lies in a genuinely multi-entity, multi-currency, multi-language architecture, designed from the outset for organisations that consolidate multiple subsidiaries in real time.

Key strengths: multi-entity management is native, not an optional module. Intercompany transactions, intra-group processing and multi-currency consolidation work without custom development. Xledger covers accounting, advanced project management, fixed assets, budgeting and analytical reporting. The solution is used by reference clients such as Bouvet, NHO and Gjensidige in Norway, but also by international NGOs operating from their London or US headquarters. In 2024, Azets Norway chose Xledger to migrate a portfolio of 7,000 clients from Visma Business to the Xledger cloud.

Limitations: Xledger does not offer a production module (MRP, manufacturing orders, shop floor management). For a mid-market manufacturing company with production requirements, SAP Business One or Infor M3 with a local integrator remain more appropriate choices. Implementation costs are significantly higher than Tripletex or PowerOffice Go.

Ideal profile: mid-market companies of 50 to 500 employees, multi-entity groups, international organisations with a Norwegian subsidiary, listed or fast-growing services companies requiring consolidated financial management.

Norway-Specific Regulatory Requirements

Four regulatory obligations govern ERP selection in Norway. There are no exceptions: they apply to any entity subject to Norwegian accounting obligations, including subsidiaries of foreign groups.

MVA — Norwegian VAT

MVA (Merverdiavgift) is Norwegian VAT. Its rates are structured at three levels:

  • 25%: standard rate (goods and general services)
  • 15%: reduced rate (food)
  • 12%: reduced rate (passenger transport, hotels, cinema)

Norway being outside the EU (but within the European Economic Area), intra-community VAT rules do not apply directly. MVA returns are filed online via Altinn. The filing frequency is bi-monthly (6 returns per year) for most businesses, monthly above a certain volume.

The ERP must handle MVA rates, deduction codes and automatic generation of returns in the format expected by Altinn.

SAF-T Norway — The Mandatory Digital Audit Trail Since 2020

Norway introduced the SAF-T (Standard Audit File for Tax) obligation on 1 January 2020. The Norwegian standard, Norsk Standard SAF-T Financial, is based on the OECD SAF-T standard with local specifications defined by the Skatteetaten (tax authority).

Who is affected? Any company subject to accounting obligations whose turnover exceeds NOK 5 million or that processes more than 600 accounting entries per year (Sovos, Norway SAF-T Requirements).

Submission model: unlike countries such as Poland (monthly JPK filings), Norway operates on an on-demand model. There is no mandatory periodic submission. However, the company must be able to produce a compliant SAF-T file at any time, on request from the Skatteetaten during a tax audit. In practice, this means SAF-T generation capability must be embedded continuously in the ERP, not applied retrospectively.

Current version: since 1 January 2025, SAF-T v1.30 schema is mandatory. Version v1.20 remains valid only for financial years prior to 2025.

ERP impact: verify rigorously that your chosen solution produces a compliant SAF-T Norway v1.30 file. This is a non-negotiable criterion that is frequently underestimated during implementation projects with international ERPs.

EHF/Peppol — Mandatory B2B E-Invoicing from 1 January 2027

The Storting (Norwegian Parliament) has enacted legislation making B2B e-invoicing mandatory in EHF (Elektronisk Handelsformat) 3.0 format — which is identical to Peppol BIS Billing 3.0.

Timeline:

  • 1 January 2027: obligation to issue e-invoices for all businesses subject to accounting obligations, where the recipient is registered in the ELMA or Peppol network
  • 1 January 2030: obligation to have an accounting system capable of receiving and processing e-invoices in structured format

The four local ERPs presented in this guide (Tripletex, 24SevenOffice, PowerOffice Go, Xledger) already support EHF/Peppol natively. For international ERPs (SAP, Dynamics 365, Odoo), Peppol compliance requires a localisation module or a certified Access Point provider.

For complete coverage of the EHF 2027 timeline and obligations, see our article: Norway: B2B e-invoicing becomes mandatory from 1 January 2027.

Altinn — Norway’s One-Stop Government Portal

Altinn is the Norwegian government’s digital portal. It is through Altinn that companies file their MVA returns, individual payroll reports (A-melding, equivalent to the UK’s RTI payroll reporting), annual reports to the Brønnøysundregistrene (company register) and various permit applications.

Native integration with Altinn is effectively mandatory for any ERP used in Norway. Without it, finance teams must manually re-enter accounting data into the Altinn portal — a significant error risk and workload for a small subsidiary.

In any ERP RFP process in Norway, always ask: “What is the depth of your Altinn integration?” and request a live demonstration covering MVA and A-melding workflows.

Which Solution for Which Situation?

Micro-business of fewer than 15 employees or accounting firm: PowerOffice Go is the natural choice. Maximum simplicity, accessible pricing, native bank and Altinn integration. The vast majority of Norwegian accountants know it well.

Services, consulting, agency or construction SMB of 10 to 80 employees: Tripletex is the default choice, and likely already used by your future local partners and subcontractors. If your business heavily combines CRM, project quoting and invoicing, 24SevenOffice deserves a serious evaluation — but verify roadmap stability following the Accountor acquisition.

Mid-market company or multi-entity group of 50 to 500 employees: Xledger is the only local solution genuinely sized for this profile. Its native multi-entity management, international coverage and references in professional services and NGOs make it the obvious candidate.

Norwegian subsidiary of a European group already running SAP S/4HANA, Microsoft Dynamics 365 or Oracle: first evaluate whether your group ERP’s Norwegian localisation module natively covers SAF-T v1.30, MVA and Altinn. If yes, keep the group ERP. If not, Xledger with a connector to the group ERP is often less expensive than a full SAP/Microsoft localisation by an integrator.

Manufacturing company of more than 200 employees: all four local solutions lack depth on the manufacturing side (MRP, production orders, capacity planning). Look instead at SAP Business One, Microsoft Dynamics 365 Business Central or IFS Cloud with a certified local integrator.

Specifics for Foreign Companies Establishing in Norway

Two legal structures are available for a foreign company operating in Norway:

  • NUF (Norskregistrert Utenlandsk Foretak): branch of a foreign company. Registration with the Foretaksregisteret is mandatory. The parent company remains the legal entity, but the branch must maintain separate accounting under Norwegian rules.
  • AS (Aksjeselskap): Norwegian limited company. The most common form for a foreign group subsidiary. Minimum share capital: NOK 30,000.

The critical ERP point: whether you opt for a NUF or an AS, the accounting must comply with Norwegian standards (Norsk RegnskapsStandard), produce a SAF-T v1.30 on demand and be EHF-compatible from January 2027. A group ERP without a Norwegian localisation module will expose you to non-compliance risks.

For a subsidiary of fewer than 50 employees, the most common approach is to deploy Tripletex or Xledger locally, with a synchronisation interface to the group system (SAP, Dynamics or Oracle) via API. This is more cost-effective than a full localisation of the group ERP by an integrator, and natively covers all Norwegian compliance requirements.

Norway’s Peppol penetration rate is high: integrating a certified Access Point (Basware, Pagero, TIE Kinetix) from the initial deployment simplifies the transition to the 2027 B2B mandate without a last-minute technical project.

Key Takeaways

Norway offers a mature local ERP market, well adapted to its regulatory requirements and strongly cloud-oriented. For a Norwegian SMB or Scandinavian subsidiary, the choice between Tripletex, PowerOffice Go, 24SevenOffice and Xledger depends primarily on company size, sector and group consolidation requirements.

The three non-negotiable criteria for any ERP deployed in Norway:

  1. Native Altinn integration (MVA + A-melding)
  2. SAF-T Norway v1.30 generation on demand
  3. EHF 3.0 / Peppol BIS Billing 3.0 support for the January 2027 B2B mandate

If your current ERP does not tick all three boxes, a localisation or replacement project needs to be planned before end of 2026.
