Personio announced on 6 October 2026 the acquisition of Circula, a Berlin-based corporate expense management platform (Personio press release, 6 October 2026). The entire Circula team joins Personio, and the brand becomes “Circula by Personio”. Transaction value: undisclosed.

Context: Personio Consolidates Its Position as a Unified HR Platform

Personio is the leading HCM (Human Capital Management) software vendor for the European Mittelstand. Founded in Munich in 2015, the company now serves 16,000 businesses representing 1.6 million employees (fintech.garden, 6 October 2026).

Circula, founded in Berlin in 2017, covered a complementary scope: expense report reimbursement, business travel costs, accounts payable, corporate cards, and tax-optimised employee benefits. The platform had 3,000 European companies and 250,000 individual users at the time of the acquisition (ibid.). More than 500 companies were already using both tools simultaneously, including Everphone, About You and Westwing.

The strategic rationale is straightforward: in most SMEs, HR data (salaries, benefits, headcount) and spend data (expense reports, corporate cards, travel) remain siloed in two separate systems, often without a reliable integration layer. Nikolai Skatchkov, founder of Circula, described the problem as it existed: “The tax logic for spend management and payroll was always built by two different companies” (ibid.). Personio removes that gap.

What This Means for HR and Finance Leaders in Mid-Market Companies

For an HR director or CFO already using Personio, the acquisition opens several concrete opportunities.

Eliminating double entry. Today, an expense report approved in a spend management tool must often be manually re-entered or reconciled with payroll data to calculate net reimbursements. The Personio-Circula integration aims to remove that friction by processing the data once.

Corporate cards with automatic HR-driven rules. Circula virtual cards can be configured according to rules linked to the employee’s profile (seniority level, project, cost centre). Access to Personio’s organisational structure data makes this configuration more granular and easier to maintain during team changes.

Simpler administration of tax-optimised benefits. Circula handles tax-optimised employee benefits (digital meal vouchers, mileage allowances, tax-exempt bonuses). By connecting them directly to the Personio payroll register, the tax optimisation becomes less dependent on manual configuration.

DACH market first. The Personio ecosystem is particularly strong in Germany, Austria and Switzerland — markets where HR tax complexity and the regulatory framework for benefits in kind are structurally more demanding than in the UK or Benelux. Companies outside DACH using Personio will benefit from the integration, but the initial product development will likely prioritise the DACH market.

Direct competitor on the all-in-one segment. Personio becomes the first European vendor to combine HR, payroll and expense management on a single platform (ibid.). This positions the vendor in direct competition with combinations such as Workday + Concur or SAP SuccessFactors + SAP Concur, but targeting the SME and Mittelstand segment rather than large enterprises.

What to Watch

The product integration roadmap. The acquisition is effective but the unified platform is not yet available. Personio has not communicated a precise timeline for natively integrating Circula features into the Personio interface. HR leaders evaluating Personio now will need to distinguish between what is available today and what is on the roadmap.

The fate of Circula customers not using Personio. Personio confirms that Circula will continue to be sold and developed as a standalone product for companies that do not use Personio. This commitment warrants monitoring: SaaS acquisitions often end up concentrating product investment on the main platform, at the expense of the acquired product sold independently.

Competitor response. Spend management vendors such as Spendesk, Ramp and SAP Concur will be watching closely how Personio commercialises this combined offering. If Personio introduces an attractive bundle pricing, it creates pressure on vendors that depend on a Personio integration to remain relevant.
