France E-Invoicing Mandate: Which ERPs Delivered on the September 2026 Deadline?

Seven days after France’s September 1, 2026 e-invoicing switchover, the landscape is clear: among the ERP vendors and platforms that had engaged in the accreditation process to become a Plateforme Agréée (PA — Certified E-Invoicing Platform) with France’s tax authority (DGFiP), some delivered on their commitment, others withdrew in the weeks before the deadline. This day-7 report focuses on a precise — and often overlooked — question beyond the general discussion on SMB adoption rates: did your ERP actually follow through on its regulatory promise?

Context: 147 Certified Platforms by August 21, but 10 Missing at Launch

By August 21, 2026, the DGFiP had officially accredited 147 platforms. Ten vendors previously listed as candidates had disappeared: EBP, Cogilog, Cerfrance, Agiris, Henrri, Evoliz, Freebe, Obat, Dolibarr and Zeendoc.

The reasons differ by case:

  • Some withdrew their candidacy to reposition as “compatible solutions” — software that generates compliant invoice files but delegates the regulated transmission to a third-party certified platform.
  • Others did not complete the accreditation procedure on time (interoperability testing, initial audit, technical documentation).

This distinction matters for IT and finance teams managing an ERP estate: a vendor “absent from the PA list” does not equal “non-compliant,” but it does mean an additional layer of contracts, configuration, and potential failure points.

The ERPs That Maintained Certified Platform Status

Sage

Sage is among the first platforms accredited, from late 2025. Sage 100 v12.20 natively covers Factur-X reception and all 44 use cases identified by the DGFiP (advance invoices, credit notes, multi-delivery billing scenarios, etc.). The Sage Network service is included in the standard subscription for up to 12,000 invoices per year — no surcharge for SMBs and mid-market companies whose volume remains in that range (source: facturation-electronique-tpe.fr).

Worth noting: companies running Sage 50 or earlier versions of Sage 100 (pre-v12.20) need to verify their eligibility for native flows. The ACS module (Sage Accounting Automation) is not required for reception on v12.20+, but remains necessary for complex emission flows.

Cegid

Cegid obtained its accreditation in late 2025. The solution covers both large enterprises (via Cegid XRP Flex) and mid-market companies (via Cegid Quadra), with a built-in PA connector. Cegid confirmed native support for Factur-X, UBL 2.1 and CII formats. The e-reporting configuration for B2C and international flows has been available since H1 2026 (source: cegid.com).

SAP

SAP obtained PA accreditation in early 2026. The SAP Document and Reporting Compliance (SAP DRC) connector handles French flows natively for SAP S/4HANA Cloud and ECC customers. Large enterprises running SAP are best positioned to absorb high emission volumes from September 1 (source: sap.com).

Odoo

Odoo achieved PA status with the DGFiP and released its official eInvoicing module in early June 2026 — three months before the effective date. The platform charges neither for PA activation nor for invoice volume emitted or received: the standard subscription covers everything (source: blog.tout-pour-la-gestion.com). This is a structural advantage for fast-growing SMBs whose invoice volumes scale quickly.

The Odoo module supports Factur-X, UBL and CII, and handles e-reporting. Key caveat: deploying the module on Odoo Community (open-source self-hosted instances) requires a separate PA arrangement — Odoo is a certified platform exclusively through Odoo.com (SaaS).

Generix, Esker, Itesoft

Among other notable certified platforms: Generix Group, Esker and Itesoft — three established document automation specialists that are not general-purpose ERPs but specialists in invoice flow management. For companies whose ERP is not itself a certified platform, these operators provide solid interconnection options.

The ERPs That Withdrew — and What Their Customers Must Do

EBP

EBP, one of France’s established SMB management software vendors, stepped back from the PA list to reposition as a “compatible solution.” In practice, EBP prepares invoices in the correct format but delegates transmission to a partner certified platform (source: ma-facture-electronique.org). EBP customers need to sign a separate contract with a certified platform, or confirm that the partner PA is correctly integrated in their EBP configuration. The additional cost and dependency on an extra third party are real.

Dolibarr

Dolibarr was never positioned to become a certified platform — by design. An open-source self-hosted ERP cannot bear the regulatory obligations imposed on platforms (biennial audit, surveillance report, fiscal transmission liability). The project’s position is unambiguous: Dolibarr is not a certified platform and does not intend to become one.

Since July 30, 2026, the eInvoicing 1.0.3 module has been available free of charge on the DoliStore. It generates compliant Factur-X files and manages exchanges via API with certified platform partners: SuperPDP and EsaLink/Hubtimize. Dolibarr customers therefore manage two contracts: Dolibarr for ERP functionality, and a separate certified platform for regulatory transmission.

Cerfrance, Agiris, Cogilog

These vendors, primarily positioned in accounting firm software and support for agricultural and craft SMBs in France, withdrew their PA candidacies. For their clients, this means greater reliance on accounting firms as intermediaries — or a direct choice of a general-purpose certified platform (the public PPF/Chorus Pro for simpler cases, or a commercial PA).

Practical Impact for IT and Finance Teams at Day 7

The question is no longer “does my ERP generate Factur-X?” — it’s “is my ERP connected to an operational certified platform?” Generating a compliant XML file and transmitting it via an accredited platform are two distinct operations. Several companies discovered in the first days post-launch that their ERP correctly produced Factur-X, but that the flow to the certified platform was not yet configured, or that the chosen platform had not completed interoperability testing in time.

Three questions to put to your ERP vendor or integrator before end of week:

  1. Is your ERP itself an accredited certified platform, or does it rely on a third-party PA? If it uses a third-party PA, which one is it, and do you have a signed contract with them?
  2. Is the reception flow working in real conditions? Have you tested receiving a Factur-X invoice from a large-enterprise supplier — not just in a test environment?
  3. Is e-reporting activated and configured? For B2C sales or foreign customers, the e-reporting mechanism is separate from e-invoicing and requires its own configuration in the certified platform.

What to Watch Going Forward

Decree n° 2026-677 of July 27, 2026 tightens the oversight framework for certified platforms: they must produce a surveillance audit report no later than two years after accreditation, and notify the DGFiP immediately of any material change (source: compta-online.com). This means the PA market will consolidate by 2028: vendors that cannot pass surveillance audits will lose their accreditation, and their clients will face an emergency migration to a different platform.

For SMBs that have until September 1, 2027 to activate invoice emission: the choice of ERP and certified platform is no longer a secondary technical decision. The September 2026 track record — maintained accreditation, no major flow incidents, responsive support — has become a genuine selection criterion in its own right.
