On 1 January 2026, Belgium became one of the first EU member states to make structured B2B e-invoicing via Peppol mandatory. Nine months later, the Belgian ERP market has completed its first post-regulatory transformation since the cloud transition — and the outcome was not what many expected. Some incumbent vendors consolidated their position. Others lost clients to more agile solutions. This guide maps the market across seven major players, with a decision framework by business profile.
E-invoicing as a market stress test
For years, the Belgian ERP market ran on inertia. An accountant had been using BOB50 or Winbooks for fifteen years — why switch? An administrative manager in Flanders used Exact Online because their bookkeeper always had. The Peppol mandate of 1 January 2026 broke that equilibrium.
Businesses whose software was not Peppol-ready — or whose integrator had not delivered the updates in time — faced an immediate choice: upgrade, migrate, or risk fines ranging from €1,500 to €5,000 per infraction (FPS Finance, einvoice.belgium.be).
This regulatory stress test had three effects:
- Consolidation among well-prepared vendors: those who had invested in Peppol ahead of the deadline captured clients fleeing late solutions.

The geographic divide of the Belgian market
Belgium is a unique case in Europe: three linguistic communities, three ERP realities. In broad strokes:
- Flanders: dominated by Exact Online and, to a lesser extent, Odoo. Flemish accounting firms adopted cloud tools earlier, driven by cultural proximity to the Netherlands (Exact is headquartered in Delft).

This geographic segmentation explains why it is not accurate to speak of “one” Belgian ERP market, but rather two markets that coexist and gradually overlap — particularly under the uniform, territory-wide Peppol mandate.
Exact WinBooks: the quiet champion of French-speaking accounting firms
Exact acquisition (December 2019) — 20,000+ clients — 2,000+ accounting practices
WinBooks was founded in 2000 in Brussels and established itself as the accounting reference for Belgian French-speaking SMEs and accounting firms. In December 2019, Exact Software (Delft, Netherlands) completed its acquisition in a move of geographic complementarity: WinBooks strengthened Exact’s presence in Wallonia and Brussels, where Exact Online had not yet achieved significant penetration (Exact, acquisition announcement).
Six years after the acquisition, WinBooks continues to operate under its own brand within the Exact group, with its own integrators and reseller community. The result: more than 20,000 clients in Belgium and Luxembourg, and more than 2,000 accounting practices using the platform to manage client portfolios.
Peppol compliance: version 8.07.090 ready to use
On the e-invoicing front, WinBooks delivered its Peppol update ahead of the January 2026 deadline. Version 8.07.090 integrates invoice generation in UBL format conforming to EN 16931 and native connectivity to the Peppol network, without requiring a third-party Access Point. Both WinBooks Classic (on-premise) and WinBooks Connect (cloud) are compliant.
The fact that Exact — with the technical resources of a group serving 675,000+ European businesses — stands behind WinBooks clearly facilitated this update. Clients who had doubts about their vendor’s ability to deliver got their answer: the Peppol mandate was absorbed without major disruption.

Sage BOB50: the veteran holding its ground
Historical solution for Belgian SMEs — Peppol-compliant — cloud migration pressure
Sage BOB50 (formerly BOB Software) is the other pillar of the French-speaking Belgian accounting market. Designed for SMEs with up to 50 employees, it covers accounting, commercial management, treasury and analytics in full compliance with Belgian and Luxembourg legislation.
On the e-invoicing front, Sage BOB50 is among the certified Belgian Peppol software packages. Integration with Sage Cloud Demat Invoicing provides automatic connectivity to the Peppol network without external middleware. Authorised Sage resellers — including several practices specialising in Wallonia — handled updates and user training ahead of 1 January 2026.
BOB50’s trajectory is nonetheless more complex than WinBooks’. As an international group, Sage is pushing clients towards its cloud offerings (Sage Cloud Accounting, Sage Intacct for larger organisations). BOB50 remains an on-premise product, with a cloud version in development, but the cloud roadmap is less clear for Belgian SMEs than that of Exact Online or Odoo.
For businesses currently on BOB50 with no particular migration pressure — Peppol-compliant, processes working, active reseller — there is no urgency to switch. But for those considering a medium-term IT overhaul, the question of BOB50’s future in the Sage portfolio is worth raising directly with their reseller.

Exact Online: cloud dominance in Flanders, expansion southward

Exact Online is the benchmark cloud accounting software in the Flemish market. Its dominance in Flanders rests on two factors: a presence since 2006 (Exact is headquartered in Delft, and Flanders shares cultural proximity with the Dutch market), and an extremely dense accounting firm ecosystem — the majority of Flemish accountancy practices run on Exact Online.
With 675,000+ business clients across Belgium, the Netherlands and Germany (Exact), Exact Online has the critical mass of a European market leader. The platform is cloud-native and Peppol-native, and integrates Belgian VAT returns (Intervat), the annual client listing, CODA statements (Belgian structured bank statements), and since the Officient acquisition, an HR layer for SMEs (Consultancy.eu).
Post-e-invoicing, Exact Online has a structural advantage: its cloud infrastructure allows simultaneous regulatory updates across all clients at once. No version to install, no reseller to wait for. Peppol compliance was transparent for cloud clients.
The Exact group strategy is noteworthy: WinBooks for the French-speaking market via resellers, Exact Online for the Flemish market and cloud-ready SMEs, and growing integration between both products for clients migrating from one to the other. It is a bet on consolidating the Belgian market under one group umbrella.

Odoo: the Belgian champion accelerating

Odoo is Belgium’s own industrial success story in the ERP market. Founded by Fabien Pinckaers in 2005 in Louvain-la-Neuve (Brabant Wallon), the software evolved from an open-source Walloon project into a global ERP leader for SMEs. Revenue reached €650 million in 2025, on a trajectory towards €800 million in 2026 and €1 billion in 2027 (insightfulerp.com).
In Belgium, Odoo holds a unique competitive advantage: it is home. The network of certified Belgian partners counts more than 100 integrators (14 Gold, 28 Silver, 65 Ready) — the densest of any ERP vendor on the Belgian market. The Belgian localisation is among the most complete in Odoo’s catalogue: Belgian VAT (Intervat, annual client listing), DIMONA, integration with social secretariats, and multilingualism in French, Dutch and German.
On e-invoicing, Odoo is a certified Peppol Access Point — it can send and receive Peppol invoices without third-party software, directly from its Invoicing module (Odoo). This certification was a major sales argument in 2025–2026, particularly for SMEs looking to consolidate their invoicing software, accounting and ERP into a single compliant platform.
Odoo’s growth in Belgium accelerated further in 2026, driven by two dynamics: the Peppol mandate forcing companies on legacy systems to reconsider, and the Partena Professional contract — the largest in Odoo’s history — signed to manage HR and payroll for thousands of Belgian businesses.
Odoo’s pricing model remains competitive: the Community edition is free and open source; Enterprise starts at €19.90 per user per month. For a 20-employee SME looking to cover accounting, invoicing, CRM and procurement management, Odoo frequently offers the best functional coverage-to-licence cost ratio.
Ideal profile: Belgian SME with 10 to 250 employees, any sector, seeking a modular ERP covering accounting, invoicing, CRM and inventory management in a single platform. Strong presence in manufacturing, distribution, wholesale and professional services in Belgium.
Mercator: the discreet natively Belgian solution
Developed in Belgium for over 30 years — native Peppol — no public figures
Mercator is less visible than the four vendors above, but it represents a real segment of the Belgian SME market. Developed in Belgium for over 30 years, it covers commercial management, accounting, CRM and WMS in a modular architecture. Mercator integrates Peppol natively for e-invoicing and is compliant with Belgian VAT returns.
Its distinguishing feature: it targets SMEs with demanding commercial management requirements (wholesale, distribution, point of sale) that find Exact Online too limited functionally and Odoo too generalist. The absence of public figures on its client base and revenue prevents a like-for-like comparison with other vendors, but its presence on the Belgian market for three decades reflects genuine resilience.
Ideal profile: Belgian SME in wholesale, distribution or retail with 5 to 80 employees, looking for a natively Belgian ERP with advanced commercial modules.
E-reporting 2028: the next regulatory wave
The January 2026 Peppol mandate is only the first step. FPS Finance is preparing the rollout of e-reporting by 1 January 2028: transactional data will be transmitted in real time to the tax authority via the 5-corner Peppol model, replacing the current annual client listing.
This shift to real-time e-reporting will raise technical requirements for Belgian business software even further. A tool that processes accounting in monthly batches or requires manual exports for the tax administration will be unfit for purpose. Cloud ERP platforms with real-time APIs (Exact Online, Odoo) will be structurally better positioned than on-premise solutions without a native Peppol connector.
For businesses yet to choose their ERP, the 2028 e-reporting mandate is a selection criterion to incorporate now into any RFP: ask each vendor for its roadmap for the 5-corner model.
